反擊計畫：行動介入小組-- "WE WILL WIN"_佈置行動

第二階段：藝術裝置計畫，正式行動開始 2008/7/21~
地點：溪州部落沙洲上
布旗設置：3.8*25.5公尺（原本預計為5*33公尺）

計劃說明(From Burak Delier's Email)

布旗文字所應探討的議題：
Key questions to ask about the context of neighborhood are : Which one is the poorest? Where does culturally (by culturally I mean ethnical/sexual identity) oppressed people live mostly? Where does vulnerable, downtrodden, neglected people live? We are looking for subcultures, minorities etc. We are looking for shanty towns, slum houses, squatters, people who must be clever and inventive to survive. 

拍攝地點的選擇：

Regarding the building it must be at least 160-180m. that means approx. 45-50 floors to obtain a bird’s eye view. The phrase will be written by vinyl. The letters will be printed and we will cut and tape them on the roofs. And paint them with phosphoric paint.

The phrase is approx. 15m. width and 2.2m. long. For example 3 roofs side by side with 5m.width will do it. Of course the measures of the phrase can vary regarding the roofs.

I will send you a simulation or plan of the phrase soon.
  

計畫所需之相關材料：
1. neighborhood

2. roofs (at least 15m. long)

3. assistants (3 or 4: One of them will use the camcorder during the intervention while the others will paste the phrase)

4. A. phrase which is formed/come up in a workshop process with inhabitants (ex: aphorism, political maxim, expression, idiom, saying belongs to subculture for the occasion)

4. B. if it is not the case the saver phrase: “WE WILL WIN.”

5. printed letters

6. tapes (thick and wide dual side approx. 45m.)

7. phosphoric paint, brushes, buckets (price for phosphoric paint(16m2) is 400 $)

8. building (at least 160-180m./45-50 floors)

9. camera with zoom(I will bring mine)

10. camcorder(one of the assistant will use during the intervention)

行動開始：於溪州部落選擇合適的裝置地點

確定作品設置於鄰近新店溪河畔的沙地上方，利用鐮刀測試割除芒草之困難度

通過困難重重的芒草區，回來後嚴重割傷並且引發過敏

出發前的大合照(其實已經走過一回了)

穿上正式工作服、渡河，準備進入芒草區。

2008/7/23_除草第二天，整裝出動之鏡頭補拍

與當地居民溝通、協調，並說明計畫緣由

2008/7/25_鋤草第三天，大家進入瘋狂階段，體力逐漸透支

再度出發，部落與河岸的高低落差約6-8公尺

渡溪~涓涓溪水，此時還是清澈可見底

部落居民在看到我們奮力除草後，也出來關心一下。


好景不長：藝術家+4人小組連續一個星期（真要感謝Apple、Morris及Kinnie的大力協助），不畏大太陽或颱風天，80%徒手+20%簡易鐮刀工具，嘔心瀝血的除草跟壓草，好不容易清空約5米寬*40米長的面積後，但人算不如天算，因2008/7/28鳳凰颱風來襲及水庫洩洪的關係，導致溪水暴漲，原本淺灘的小溪流，一夜之間變成一條2公尺深的湍急大河流，我們辛苦一個禮拜的除草工程完全白費不說，連設置地點都因此而必須要改變。 

因為原預定場地被淹沒而感到焦躁不安的藝術家，在工作之餘還是想盡辦法，希望能夠突破黃河大水，進入沙洲地帶，不過被我給全面否決啦，雖然藝術計畫重要，但工作人員的性命更加重要。
